4.5.1-1 was uploaded in March, there is no announcement on the
mailing list archive . I assume it solved the
https://sourceware.org/ml/cygwin-announce/2017-01/msg00043.html

4.5.1-2 was just uploaded the 2nd of May
https://cygwin.com/packages/x86_64/screen/
