In what shell are you running these (Cygwin bash, cmd.exe, etc)?
What happens if you use cmd.exe?

No mention of Cygwin in this list so you must have used a non-cygwin
tool to build the package.

Try:
cmd /c start cmd

In the new command window:
jed

We don't know yet, you might try using GDB to capture the error but
until we have more we can't help further.
