[Stephen Patterson]

This is file 3.28 from Debian 2.2, builds OOTB on cygwin with the
following modifications (documented in README.cygwin)

you will need to run
mkdir -p /usr/local/man/man1
mkdir -p /usr/local/man/man4
mkdir -p /usr/local/share

before running make install.


Could the file command be included in the next release of Cygwin?
