To see what xargs is objecting to rerun cygport with --debug option showing:

+ grep '^[^\#]*AC_CONFIG_MACRO_DIR' ./configure.ac
+ sed -e 's!.*AC_CONFIG_MACRO_DIR(\[*\(.*\))!./\1!g' -e 's!\]*!!g'
+ xargs -r mkdir -p
xargs: unmatched single quote; by default quotes are special to xargs unless
you use the -0 option
+ _status=1
+ ((  _status != 0  ))
+ break
+ exit 1

coming from /usr/share/cygport/cygclass/autotools.cygclass line 311:

311: grep '^[^\#]*AC_CONFIG_MACRO_DIR'
${sub_configure_ac} | sed -e "s!.*AC_CONFIG_MACRO_DIR(\[*\(.*\))!${d}/\1!g"
-e 's!\]*!!g' | xargs -r mkdir -p

caused by pstoedit/pstoedit-3.70-2.x86_64/src/pstoedit-3.70/configure.ac
line 21 m4 comment:

21:dnl libtoolize: Consider adding `AC_CONFIG_MACRO_DIR([m4])' to
configure.ac and
22-dnl libtoolize: rerunning libtoolize, to keep the correct libtool macros
in-tree.
23-dnl libtoolize: Consider adding `-I m4' to ACLOCAL_AMFLAGS in Makefile.am.

as autotools.cygclass is ignoring only comments starting "#" and not m4
lines with "dnl", which are normally used to discard line terminators after
defines, but are sometimes followed by "comments".
