The GNU libiconv package provides an iconv() implementation, for use on
systems which don't have one, or whose implementation cannot convert
from/to Unicode.

Routine update.

* Built using gcc-4.5
* Incorporated patch from upstream gnulib to improve efficiency of
  libiconv_relocate() for the --disable-relocation case.

Can we get a gold star for Chuck here?  Supporting libiconv has got to
be a pretty thankless job.  He has obviously spent a lot of time doing
code diving in order to get this working.
