The shared libraries seem to be in /usr/bin rather than /usr/lib/lapack
now. I don't remember the discussion of this change on the list; was
this on IRC perhaps?
$ cygcheck -l liblapack0
/etc/profile.d/lapack0.csh
/etc/profile.d/lapack0.sh
/usr/bin/cygblas-0.dll
/usr/bin/cyglapack-0.dll
$ cygcheck -l libopenblas
/usr/bin/cygblas-0.dll
