My current trick (there is no golden way through)
is to include 

<!ENTITY % magic-entities SYSTEM "magic.sgml">
  %magic-entities;  

-------------

magic.sgml I will either make as 
<!ENTITY magic "png">  <---- for making html or pdf

or

<!ENTITY magic "ps">   <----- for making ps-docs

When I include pictures then I use this

<FIGURE ID="xterm-fig" FLOAT="1">
<TITLE>This is the xterm</TITLE>
<GRAPHIC FILEREF="../images/xterm.&magic;"  SCALE="60"></GRAPHIC>
</FIGURE>

Then I can compile whatever outputformat I want - and I
use ImageMagic to convert png -> eps.
