In the reference guide these callbacks are documented as 

void (*data_xmt_done)(serial_channel *chan)
void (*data_rcv_done)(serial_channel *chan)

see e.g.
http://ecos.sourceware.org/docs-latest/ref/io-how-to-write-a-driver.html#IO-HOW-TO-WRITE-SERIAL-INTERFACE-DRIVER

In reality there is one more parameter telling how many characters were
produced/consumed by the driver.
