Cgywin64 downloads 64-bit versions of all libraries and configtool is always 32-bit. Mixing libraries gives the error (0xc000007b). To fix this: 1. Download the 32-bit version of cygwin, setup-x86.exe and install into clean directories. 2. Run setup-x86.exe and follow the instructions to add packages as on the website (gcc4 is listed as just gcc - don't add win64 anything). Also add the libpng12 package not listed on the website. 3. Download the new configtools at the link "eCos host tools for Cygwin - 120425 snapshot builds" and overwrite the files in cygwin/opt/ecos/ecos-3.0/tools/bin. The configtool should come up. I am also running windows 7 64bit os.
