This file provides some function to send/receive characters through the
serial ports.
My questions are:
1) which parts of eCos use these functions?
2) what are the relationships between these functions and the standard
serial drivers described in the
Reference Manual (Chapter 12) ?
Thanks in advance.

exact.

These functions are used by RedBoot, gdb stubs, and by the diagnostic and debug function (TRACE, ASSERT, diag_printf, ...)

hal_diag drivers are simple, and the others drivers must be more complete/efficient drivers useable in the application.
