Hi

Are there any future plans for implementing dynamic linking ?
By this I mean user programs.

If / If not, how will/can this be handled ?

Dynamic linking is a technique, not a goal in itself. Could you
explain what it is you want to achieve? For example, do you want to
load additional applications dynamically? Do you want to patch a
system that has already been deployed? Without a bit more information
I am afraid it is hard to say whether or not eCos could be used to
achieve what you are after.
