Does anyone know of an Eclipse plugin for editing .ecc files?

It would be nice to have a tree browser to navigate the file.

Or perhaps some Emacs scripts?

Neither exist, AFAIK. For simple changes treating a .ecc as an
ordinary text file or as a Tcl script tends to be good enough. For
more complicated changes there is the graphical configtool.
