Hi,
I am looking for xscale-elf debugging and development tools that are
mentioned in the latest ecos documentation but somehow were not included
in 2.0 release. Any information will be appreciated. Thanks,

Just use the arm-elf tools, as per
http://ecos.sourceware.org/getstart.html. An xscale is just an ARM
variant, it does not require a separate toolchain. AIUI the original
use of an xscale-elf prefix for the tools rather than arm-elf was just
a marketing gimmick.
