This is a clash with cygwin binary vs. text mode I feel sure, but haven't had the time to investigate :-(. You can cheat though - an EPK is just a gzipped tar file. Decompress it with gzip -d, and extract with tar. You will need to add pkgadd.db to your ecos.db and the rest in place in your eCos repository.
