There are some old patches that maybe Bart can tell you about that may have
this. But there's nothing really available right now. It probably wouldn't
be terribly difficult though. But there would have to be a program
somewhere running as root allowing access to the raw ethernet frames if you
wanted it to be a decent "emulation".
