I cant connect to the remote target using the serial line.I seem to be timing
out on the packets being sent.
Any ideas?

Check your baud rate. Use "set remotebaud" in command line GDB, or Target
Setup in Insight. Also try using just a terminal emulator like minicom
(Linux) or Hyperterminal (Windows) to check that you're seeing output at
all from the target (unless you already know you are).
