typedef struct
{
  volatile unsigned char data __attribute__((packed));
  volatile unsigned char _xxx __attribute__((packed));
} high __attribute((packed));

Replace with

typedef struct
{
  volatile unsigned char data;
  volatile unsigned char _xxx;
} __attribute__((packed)) high ;

and it should work.
