I've added a bugzilla flag so that we can mark any bugs or patches or
anything as needing to be fixed before 3.0 final. This is so we can ignore
bugs reported against 3.0beta1 which don't need to be fixed, and get a
tractable to-do list for what does need to be fixed.
Setting to ? means asking someone else whether it should be blocking. +
means it is blocking. - means it isn't blocking.
