It looks fine to me, although it specifically excludes networking stacks. I will have to consult with the FSF as to whether this could include an ethernet driver - which could arguably be considered one of the bottom layers of a networking stack. I doubt it, but I should check. The remainder of the contribution should be fine to go now though.
