Kinetis HAL clock gating

Current Kinetis HAL enables all peripheral clocks at startup which usually
causes unnecesarry high power consumption. Submitted patches provide clock
gatinf support at varian level and instantiate clock gating in available device
drivers. Also general startup clock gating is removed.
