tm_basic.cxx with ns resolution 140313

The submitted patch enables ns [nanosecond] resolution for real-time
characterisation, AKA tm_basic.cxx, for platforms providing
HAL_CLOCK_READ_NS(). (at present Cortex-M architecture).

For illustration, below I provide printouts from tm_basic.cxx with both
resolutions.
