OpenMP/Fortran: Permit assumed-size arrays in uniform clause

gcc/fortran/ChangeLog:

	* openmp.cc (resolve_omp_clauses): Permit assumed-size arrays
	in uniform clause.

gcc/testsuite/ChangeLog:

	* gfortran.dg/gomp/declare-simd-3.f90: New test.
