If the problem here is that a definition from the library overrides
these implicit definitions, it can be fixed in ld.  In the old days,
ld on a.out files got this right.  It needs to use the maximum size
specified by any definition.

Making -fno-common the default is unacceptable because it causes
trouble for too many programs.  But fixing ld won't cause any other
problems.  So that is the right fix.
