I think the issue reported in this bug is documented at http://gcc.gnu.org/install/

This is indeed the problem documented in the install manual:
"On Digital Unix V4.0, virtual memory exhausted bootstrap failures may be fixed
by configuring with --with-gc=simple, reconfiguring Kernel Virtual Memory and
Swap parameters per the /usr/sbin/sys_check Tuning Suggestions, or applying the
patch in http://gcc.gnu.org/ml/gcc/2002-08/msg00822.html."
