Sorry that your response went unnoticed... You're probably right about the cause of the problem. 
However, there were reportedly quite a number of make problems that have been fixed in gcc 3.3. 
Do you anticipate being able to try building gcc 3.3 on this platform at all in the next 3 months?

I might be able to, I'll have to ask.  When will 3.3 be available for testing?

This can no longer be a problem on the mainline as intl has no been moved to the top 
level so closing as wontfix if there was a problem in the first place.
