On the mainline (20030614), I get:
1. Failed: frozen ostrstream was altered
2. Passed.
3. Failed: frozen ostrstream was altered

On 2.95.2 I get:
1. Passed
2. Passed.
3. Failed: frozen ostrstream was altered

strstream is deprecated so what should be done with this bug?

According to my reading of the standard the current behaviour is conforming.
There is a note that says:

  frozen, set when the program has requested that the array object not be
  altered, reallocated, or freed

but I don't see any normative text that says that the contents of the array
may not be modified when frozen is set.

I agree with Pétur. Indeed, overflow is correctly affected by freeze().
