At the time we get to issueing a diagnostic, the parser has gone a looong
way of comiting itself to parsing nonsensical constructs.
I'm leaving this to Mark, as it is an issue with the new parser.

In GCC 3.4, the compiler now says:

test.C:15: error: non-template `iterator' used as template
test.C:15: error: (use `filter<phase_2<Phase1> >::template iterator' to indicate
that it is a template)

which is a sensible error message.  It gets a little confused after that point,
but that is not important.
