It is most likely not the second one and it if it is this part then there is another bug somewhere 
else:
        PR opt/12617
        * toplev.c (dump_file_index): Reorder ce3 and bbro.
        (dump_file): Likewise.
        (rest_of_compilation): Likewise.

Because it just moves around the order of optimizations to fix a regression.
