At mbchar.c, local_mbtowc() compare with a variable 'literal_codeset' to "C-
SJIS", "C-JIS" or "C-EUCJP".
The variable 'literal_codeset' is initialized at c-lex.c/init_c_lex() like this:
> GET_ENVIRONMENT (literal_codeset, "LANG");
But proper format of the environment 'LANG'
is "C", "ja", "ja_JP", "ja_JP.eucjp", and so on. It's depend on OS. See output
of command "locale -a".
So the comparison at local_mbtowc() will be failed.

I think this is all fixed in 3.4.0, can you try a snapshot of 3.4.0?

3.4.0 has substantial improvements, but I do not know yet whether it works for
real-world Japanese locales. If you can test it that would be much appreciated.

This option no longer exists and 3.3 is no longer maintained.
So, I am closing this.

This is a bug against a very old release for code that no longer
exists. Is it ok to give up and close it as invalid?
The bug management page is not clear on when old bugs can be closed;
I think this one should be because 3.3 is (afaik) not maintained
any longer.
