Here is the reduced source for the tree-ssa failure and yes the second statement is 
needed.

decode_s23 (int s21_nbr_demands)
{
  typedef struct data_blk_s
  {
    int db_demands [s21_nbr_demands];
    int db_coincidents;
  } data_blk_t;
  void
    print_data_blk (data_blk_t *db)
    {
      db->db_demands[0] = 0;
      db->db_coincidents = 0;
    }
  data_blk_t s23;
  print_data_blk(&s23);
}
