character arrays are not padded with blanks, however character variables are.
! demonstrates a character array is initialized
! differently from a character variable
IMPLICIT NONE

DATA STR2 / 'L' /

Note the .space problem is located in PR 14976 (I do not know if this is the cause of the whole problem
though).

(create_character_intializer): New function.
