Subject: [Bug AWT/16725] New: GridBagLayout ignores weight values for zero size columns/rows

Description of problem:
GridBagLayout doesn't distribute extra display area properly when
there are zero-size columns or rows with positive weight values.
Steps to Reproduce:
1. run Acunia's GridBagLayout/DynamicLayout test
2. remove all buttons, except No. 2, 6 and 8
3. compare with Sun's implementation
