In particular, the sub-sentence on overload resolution seems imminent to me. The question whether the resulting (abstract) type will then cause us to reject the template function is a different matter and covered by DR 337. It is only in WP status, but it seems clear to me that it will eventually be adopted, and gcc seems to have it implemented already anyway, so it seems safe to take it as a basis.
