It is UTF-8 character, read the changes page.  Basically you LANG/LN_* environment variable says your 
terminal supports UTF-8 but in reality it does not.

Agree, I must have wrong setting.

But how does compiler with US English languege benefit of UTF anyways?

Isn't it better practice to not step on such things if they are not 
important for gcc ?
For most people this is likely to cause some doubts in gcc once they see 
this even though this is their setup -- better to avoid them I think.
