The bug is not fixed on the 4.0 branch.
The ICE only happens in a different position:

bug.cc: In instantiation of 'B<0>':
bug.cc:8:   instantiated from here
bug.cc:5: error: no type named 'X' in 'struct A<0>'
bug.cc:4: internal compiler error: in lookup_member, at cp/search.c:1204
Please submit a full bug report, [etc.]

Since the testcase was already added to the testsuite we now have a new FAIL:

FAIL: g++.dg/template/using10.C (test for excess errors)
