Actually most likely you just need to configure with --with-newlib.
You are using newlib, correct?

Yes, this is still an issue.  As long as we continue to build 16bit multilib
variants for the H8, then libstdc++ will not configure/build properly.

What I think we'd want to do is only disable libstdc++ for the multilibs where
it can't be supported.

I'm not currently working on this.
