Subject: [Bug target/44132] [4.6 Regression] emutls is broken under a range of circumstances.

this test is not enabled for emutls at present;
yes, I know it fails - but - if you look at the error output from g++, you will
see that there are two confusing and contradictory error messages - so I
suspect that the FE is trying to build a constructor for something that has
been declared an error...

Still, this should be on the TODO ;-)
