When bootstrapping on AIX the flags "-qmaxmem=8192 -ma -O2" are
needed in stage one, while "-O2" is needed in stage two.

Passing the stage one flags through to stage2 results in an error.

Where does the documentation talk about how to specify different flags
for different stages?
