    Fix bashism in `libsanitizer/configure.tgt'

    Appending to a string variable with `+=3D' is a bashism and does not wo=
rk in
    strict POSIX shells like dash.  This results in the extra compilation f=
lags
not
    to be set correctly.  This patch replaces the `+=3D' syntax with a simp=
le
string
    interpolation to append to the `EXTRA_CXXFLAGS' variable.
