I think the problem is we consider command_argument_count() as a pure function,
so that gfc_is_constant_expr returns true.

As a consequence, is_non_constant_shape_array thinks that 'a' has constant
shape,
thus erroneously allowing the initialization.

We need a better concept of "constant"...
