This probably is an issue that AIX 7.2 headers are not C++-safe.  This will be
fixed in AIX 7.3.

Does this testsuite failure need to be addressed in fixincludes or in the
stdatomic.h header?

No, I think it's the opposite case. The headers are cleaner than glibc's.
