The error comes from the call to fold_non_dependent_expr in build_non_dependent_expr (which is guarded by flag_checking > 1), despite passing complain=3Dtf_none. I think build_over= _call needs to use cxx_constant_value_sfinae instead of cxx_constant_value when evaluating a consteval call... I have a patch for this.=
