may_trap_p triggers on the (float_extend:XF ...) because

      /* Any floating arithmetic may trap.  */
      if (FLOAT_MODE_P (GET_MODE (x)) && flag_trapping_math)
        return 1;

with all that I think the proposed change is reasonable.
