Hello,
This is a follow-up of PR54427.
Since gcc-4.9.4, C++ handles logical operators as well as the ternary operator
on vectors but C does not. It would be nice to have a uniform behavior
regarding the handling of those operators in C and C++.

patches in progress
I've come up with this sofar, it's a bit difficult to navigate the current
behavior wrt. truthvalue conversion and I am not too happy with the required
"hacks".
A C FE expert might provide guidance.
