Look for e.g. --enable-initfini-array around line 1932 in $top_srcdir/gcc/configure.ac, or with_avrlibc around line 1495 in gcc/config.gcc; you can do something similar in gcc/config.host, without any explicit argument passing, because the config.{host,gcc} files are sourced by configure, so they inherit all shell variables.
