reduced testcase

Output:
$ aarch64-unknown-linux-gnu-gcc -O -ftree-vectorize -fvect-cost-model=unlimited
testcase.c -static
$ qemu-aarch64 -- ./a.out 
qemu: uncaught target signal 6 (Aborted) - core dumped
Aborted


The value is 0xffffffff instead of 1.
