TARGET_PCREL was enabled on the Big Endian machine. However, the Big Endian ABI
does not support PCREL. Therefore, TARGET_PCREL needs to be disabled here.

Technically, the only ABI that officially supports it is our 64-bit LE ELFv2
ABI. I'm sure it could work on others, but I'm not sure all the i's have been
dotted and the t's crossed to say for sure that it does, so it's probably
safest to just disable it everywhere other than 64-bit LE ELFv2.
