I can reproduce it manually, but still with a large reproducer:
* wget https://www.python.org/ftp/python/3.11.5/Python-3.11.5.tar.xz
* tar xvf Python-3.11.5.tar.xz
* ./configure CC=gcc-14 --enable-optimizations
* make -j$(nproc)
