The following testcase:

#include <arm_mve.h>
uint32x4_t test_9() {
  return vdupq_m_n_u32(vdupq_n_u32(0), 0, 0xcccc);
}

ICEs with -march=armv8.1-m.main+mve -mfloat-abi=hard on the trunk. This appears
to be a regression from GCC 13.

For a preprocessed reproducer, take the following:

$ cat t.c
