While trying looking into some of the aarch64 predicates I noticed that
const_scalar_int_operand generic predicate is not documented in the internals
manual
(https://gcc.gnu.org/onlinedocs/gccint/Machine-Independent-Predicates.html#index-general_005foperand
).

This has been true since wide-int branch was merged in back in 2014.

Actually older than that. I had missed understood the diff there. But still not
documented.
